Steering Lock Malfunction, but Different!

Hi and welcome.
Previous owner removed SCL from column and that is good, it saves you a lot of work.
You need another SCL, but you can leave it hanging, it only need to be connected.
SCL replace needs TECH2 (and security access).
Replace stalk.
 
Yes you can. Do not install SCL to its mounting place.
Security access comes from TIS which allows add/remove modules to car.
 
If SCL jams in locked position, you need to SAW it in pieces to unlock steering.
TIS is computer SW (I use TIS2WEB from Saab).
