Seatbelt jammed in rear seat

Minor PITA

Rear RH side seatbelt someone put it behind the seatback then slammed the seatback now seatbelt is jammed in inertia lock mode and it is too tight to feed.

Do I have to unbolt the seatbelt on one side or is there an easy way?

The worst case scenario, just undo the bolt holding the bottom in, and let it retract a bit. Not difficult just more annoying
