Is something supposed to be connected to that nozzle on the oil filler neck?

Thank you!

Edit: From what I can tell this indicates I do not have the latest PCV fix installed. I did have a P1110 code recently, which the mechanic cleared and suggested driving to see if it returns. However, for right now I'm curious if that nozzle is supposed to be connected to anything at all.

You are missing the rest of the kit, you have the old lines with the new dip stick breather tube.. this is my kit the top left side that goes back inside should be connected to the dip stick and the bottom left side to the breather line from the cobra pipe and the top right is connected to the oil trap.

I have an 01 so it might be different but as far as i know you have the old lines but the new dip stick..

As far as i know the block is the same from day one in 98 all the way to 09, that was my guess they did open up one of the holes in the oil trap in the new system and added an extra connection into the dip stick. It looks like the old lines are sitting there.. and the filter neck should be covered not open like that, seems like its missing but im not sure on the new models.

so much good information that is still misinformation. After 2006 these cars came from the factory with the latest PCV update so Yes, you do have the current PCV update...notice the hard lines that connect to the valve cover, thats a dead giveaway you have the current pcv update. On newer cars it came factory that way and the oil tube, does have the nipple on some cars but it is not open. you can check this by starting your car and putting your finger on it and you wont notice anything as its sealed.
