I haven't had a lot of time to look at this, but is windshield washer pump mounted on the bottom of washer tank? I filled it full of fluid the other day, double checked to make sure line was connected and then tested it. Of course it didn't work. Fuse is okay........

It is down there and is an easy swap if you can get your hands on a cheap pump.
