I have rims with tires from a 2001 9-3 Viggen, 17". Will they fit on a 2008 9-5?

Yes. All Saab NG900, 9-3 and 9-5 wheels are the same bolt spacing and hub diameter. ;ol;

But...

If the wheels are five-spoke Viggen wheels, they're known for being soft.

Currently I have Borbet 16" rims with snow tires mounted on the 2008 9-5. I removed the Borbets but the 2001 Saab rims from the 9-3 Viggen would not fit. The mounting hole for the Saab rims was too small. What is wrong here?

Are you talking about the center hole? The hub sizes should be the same on both cars. Did you wire brush the hubs to remove any rust buildup that may be there. Or if the Borbets were not Saab rims there may have been a hubcentric ring that stayed on the hub when you removed the rim.
