Think i figured out what the problem is. its a failing brake booster. not likely it is the vacuum line or anything else. anyone with any experience with this?
possible diy change or better to take it to an indie?
my car is an '02 aero with 90k on the clock.

Changing the servo [booster] is not that difficult as long as you do not need to disconnect the master cylinder from its hydraulic connections; this is the question.

Make absolutely sure the non-return valve in the servo feed line is working before you spend more time/money.

Check under the plastic engine shroud. There's a large bore black pipe that runs parallel with the top of the cam cover, the shroud sometimes cuts into this and it makes a whistling sound.
