I know there are topics on mpg but i couldnt find the answer

i have the 97 900s
i am able to do 30mpg on highway
but in the city, it's 10mpg. now how can it reduced so much?
in the city, my avg driving speed are 30-40mph. and i always shift when lights up or before to save fuel.
i had my spark plugs change, oil changed every 3000k miles, new air filter.
i obsolutely don't know what causing such low mpg.
i only drive to work and back. idle probably 5 mins a day and im not an aggressive driver.
a full tank of fuel, i get 150 miles in the city and 500 miles on highway.
i've been keeping track of this for 4 months now, so it's pretty accurate.
it's worst then an suv.

I've been having a similar problem with my 94 in the city. I'm suspecting my O2 sensor having replaced my vac lines and cleaned the Idle Air Control. I have not done the PCV valve yet and the gasket or whatever holds it to the valve cover. I did replace the little valve the goes from the PCV to the IAC however.

I have other issues that may have impact on my city mileage but, you might start with your vac lines, IAC and vac related things connected to it.

Some things to check and or replace:
Vacuum lines - replace if you don't know how old they are
Throttle body - clean it
Idle Air Control Valve (IACV) - Clean it
Tire pressure - check
Cap and ignition wires - replace
Are you getting any unwanted dash lights? Maybe an o2 censor problem?

no dash light,
i cleaned the throttle body few months ago.
tire pressure ok.

i'll check the vac lines.
is it possible to check if o2 sensor reading correctly?
