turbo smoke from valve cover?

i have a 94 9000 cse and it has a valve cover leak. when i make boost upon acceleration it smokes from the exhaust. this happens when i start the car too. could the oil be leaking into the exhaust manifold and be causing this smoke? i don't really wanna spend $500 on a new turbo. thanks.
