Tech2Win "No communication with dice" help needed

Quick rundown-
Car- 2003 9-5 Aero
Equipment- Mongoose Pro GM II
Software- Tech2Win, Techline Connect, Tech2Win Emulator, 2 different SAAB NAO bin files/ profiles on tech 2.
Repair- Replace TWICE Module and program it to the vehicle.

Tech2Win said "CANdi detected- please remove" or something of the sort, so after disabling CANdi, it gets through to the next page but then says,
"No BUS Systems can be contacted- No Communication with DICE"
and won't let me go any further.
What am I missing?
(Only current code is that the twice module vin does not match the vehicle)
Any ideas would be helpful, this is a customer vehicle and we were hoping to have it done days ago.

As mentioned, I disabled the CANdi already. Wire looks good, no blown fuses.
I would unscrew the data link connector and see what pins are being pushed out by the plug there. I just had one of my cars do that last week.
Just checked all the pins and fuses again. Everything is good. I'll attach a picture of my screen.
Maybe I need a different bin file?
I figured out that it isn't just the dice module, it won't communicate with any of the modules under "body".
Everything works great for other GM vehicles.
ACDelco TDS support checked everything and said it was good from remote laptop control then said to call mongoose support.
Mongoose support said to call AC Delco back because everything looks good.
There are no blown fuses. The car appears to have no problems other than the TWICE module isn't programmed to the vehicle.
I've dumped $1000+ into this repair between parts, software, hardware, etc.
I'm probably just going to tell the customer that there's nothing I can do anymore and tell them to go to the SAAB service center and sell what I can that I bought for this repair online so I don't throw all of this down the drain.
Have you double checked wire between DICE pin 28 and OBD port pin 7?
Try to change MY at TECH2 selection.
If by MY you mean Model/Year? I have already tried that

I've tried every possible software version of Tech 2 that is on the internet for SAAB. Taking it to the saab service center, maybe their handheld will communicate with it.
