The boots on my steering rack are torn. Is there grease inside the boots and if so what kind?

No there isn't any grease. If there is fluid inside the broken boots it'll be steering fluid (aka hydraulic fluid) that has leaked past the steering rack seals. Small amounts of leakage is common, but lots of leakage needs to be addressed. If you're constantly refilling the steering pump reservoir that's a good sign that the seals need looking at.

Otherwise just replace the boots and unless you need to do anything else like replacing steering tie-rods or tie-rod ends, everything should be fine.
