Look what I found in my intercooler hose today. The pictures of the part the connects right to the turbo. It's very thick and sticky. Should I be concerned about this? I think maybe I should. The car's an 02 and has 132k on it. Oil levels never really seem to drop. This is probably the first time that hose has been pulled off.

Somewhat normal on a car of that mileage, the turbo seals never were 100% perfect, the tiniest amount of oil would always get by, with wear this increases. You can pull the hoses and IC and clean them if you like. The sludginess is probably from the oils prolonged exposure to the rubber of the hoses not from sludgy oil being deposited directly in them.
With minimal oil consumption and no smoke I wouldn't be concerned, note that the 'sludge' issues these cars suffer from is unrelated to this and if you hadn't already you will want to take precautions against that (pan drop, PCV update, etc).
