I have installed my MBC and boost gauge.

In second gear it peaks to around 15-16psi then drops off towards 10psi.

Should it do this, or is the dump valve or wastegate at fault?

Is 15-16psi a safe pressure to have set it? The fuel does not cut out but I dont want to destroy the cylinder head!

These are the figures I get on my Stage 2 tune.
My base boost is about 6.5psi.
