You probably have a bad retractor. There is a recall for this particular issue however when I contacted GM about mine they told me they can only fix it at a dual saab GM dealership and the closest one was about 5 hours away. GM is honoring saab recalls for the years they owned the brand. The folks at GM also told me that I could pay for the repair myself at a repair shop nearby that they recognize. I ended up just purchasing a new seatbelt online and replacing it myself (relatively easy) instead of risking paying a shop to do it and not being able to get reimbursed. Hope this helps.
