The driver's side seat heater didn't work (but the passenger side / right one does.) The in-dash switch for the left did not click when operated, so I swapped it with the one from the right side. It 'clicks' in that position, but I can't feel any heat from the seat.

Is there a way to measure 12 volts at the seat bottom? I do not measure any voltage at the connector under the seat. Should I see 12 volts there?

You won't get voltage to the heating element if the RTD circuit in the seat is open. The RTD feeds back to the switch/relay and allows it to pull in.

Check the resistance of the temp sensor (RTD) circuit - should be around 1000 ohms at 70 F. Measure across the blue and black wires.

Might as well check the heating grid for continuity while you're down there. Measure across the yellow and black leads. A good element will give a small resistance (2-5 ohms). A bad one will show infinite.
