Does anyone know if the Actron scan tools work on a European spec Saab, or of any others that do that are available on Amazon.com

Why not ask Actron directly ?

A great many of these companies are international ..

IMO, better to buy directly from the manufacturer(if possible) - I trust neither eBay nor Amazon to deliver the goods as advertised..
