saab tech II

Is the the GM tech II tool the same as a Saab Tech II tool?

I have a 1995 900 se. The top doesn't work. Now what I want to know is if I hook the car up to a tech II tool will it be able to tell me EXACTLY which motor is f-ed up, or what I need to fix. I just need a yes or no on both questions. Thanks for the help.

Diagnostic tools such as the Tech 2 don't tell you what's broken.

They will show trouble codes that point to a diagnostic procedure that one follows to diagnose what is actually wrong.
