Programming the ECU is a whole different animal than loading a program on to the ECU. The ECU is full of chips that contain data. You have to pull the data off these chips and decode what part of the code controls fuel, boost, timing, etc. You then have to manipulate the data pertaining to each change in order to tune the car. All of this is done on a dyno with tons of testing. For different stages, the tuner installs the recommended hardware and then reprograms and tests until they get the desired result. They then label this a "stage" and sell it to people in anticipation of them having the same hardware and the car running very similarly if not the same as the test car for which the original program was written.

Nordic, Maptun, BSR etc don't buy their software from anyone, they've developed and written it themselves.

That setup you've given the link to is from BSR, and yes there are quite a few on here that have used this PPC route.
