Check the low speed fan resistor. When the AC correctly charge and running the pressure will remain high enough and constant enough for the low speed fan to run all the time, if the resistor doesn't work the pressure will spike causing the fan to kick in on high then off when pressure drops, etc. Also if the AC system isn't properly charged the pressure wont remain constant and will spike causing the fan to cycle on and off.
All that being said the fan kicking on (even in high speed) shouldn't effect the running of the car, I would consider a general tune up, making sure the AC system is properly charged with the correct amount of R134a and check the resistor.
