Hello,

I wanted to get the community opinion on what course of action I should take.

Recently I have been receiving the CEL P0420 code, indicating 'Catalyst System Efficiency Below Threshold (Bank 1)'. The car appears to be more sluggish than usual, even after I clear the code using my OBD scanner.

I observe thin white smoke on startup while the engine warms up which disappears when the engine is warm.

The exhaust smells like a boat's exhaust does, strong and thick.

I am consistently getting about 15 MPG city with premium gasoline (is this normal?).

Do all of these symptoms point to a bad catalytic converter? A local shop quoted around $400 to replace the cat (read: weld in) with a universal catalytic converter. A specialty Saab guy said to definitely not follow this route as the universal cats are worthless compared to Saab cats.

The car does not have to pass emissions testing.

What would you suggest to fix this issue?

I think I mentioned to you on the other site that your rear 02 sensor is bad and that perhaps the cat too. The cat can be tested by a pro. Check it out first. I would not weld in a new cat. Many problems later on with that. Search for a used one from the classified.
