I picked up a bag from the boneyard but have to go back and get the clock spring (or get another).

Are the bags inert if they aren't plugged in? IOW, if I put the bag in the wheel just to fill the space and don't plug it in until I replace the clock spring there's no danger of accidental deployment, right?

The special (gold-plated) connectors are self-shorting when unplugged to protect against static charges or surges (lightning, EMP etc.).
It will not deploy when it shouldn't, whether connected or not.
