What is the black kinda cylindral plastic thing that sits by the
APC unit in the drivers side wheel haunch? It's mounted on the side with rubber bushings.
It's got vacuum lines coming off of it, which one of them goes to the
charcoal canister I believe.

Also, the white bellow looking canister on the passenger side wheel haunch?

Welcome to SC. The white bellows is the vaccum booster. I was going to say charcoal canister for the other right up until you said it had a hose to the charcoal canister!

what does the vacuum booster do?

I'll have to take a pic of the other part thats by the APC. It's sits above the
charcoal canister and is mounted to the car body in the same nook that the
APC is mounted. It's got several vacuum lines coming off of it and one line goes to alittle solenoid with a red cap on it mounted in the same area.

The black cylinder is the vacuum pump for the cruise control system.

Well as I have never had a Saab with cruise control I guess that explains a lot! The vaccum booster does exactly what the name suggests.
