I was in the process of removing the oil pump housing bolts and heard metal hit the ground.

I found the metal bushing on the ground. (I took a picture of it next to the crankshaft seal for reference of scale).

Need to find its home before I start putting this all back together.

I don't believe so as there's a large thick washer/collar already captive on the crankshaft bolt. I took the crankshaft bolt and harmonic balancer off all at one time.

Does it go between the harmonic balancer and the oil pump housing? The Bentley Manual seems to indicate that in one of the exploded engine views on page 210-1.

Thank you for the diagram. It appears it is and 900Power is correct.

My confusion comes with the bolt having a large thick washer on it. If that is considered a one piece assembly as Item 17 (I couldn't remove the washer from the bolt), then the part in question is Item 24. I think once I reinstall the oil pump housing, the reassembly of components will confirm this.
