My guess would be to remove the lock cylinder which would allow you to turn the switch with perhaps a screwdriver.I am not sure how the lock cylinder is removed but quite often as on early Mercedes there is a small hole on the cylinder that opens when the key is turned to the "on" position and a fine wire inserted ito the hole will release the cylinder. I will have a look at my Sonett 2 V4 and see if I can how it might be removed.
I did take a look but the 11 Sonett does not have the steering wheel lock system and the cylinder is quite different.

I don't know if the older Saabs are like the 900, where one key fits everything. If this is the case, remove the lock cyl from the door or trunk/hatch and take to a locksmith to make a key either from the number code on the cyl or from the tumblers them selves.
About as much work as disassembling a steering column and the end result fixes the problem once and for all.
