Even though 35% tint may not be that dark, having the tint on the windows will still be very beneficial. The main thing that all tints do is to block a large portion of the UV and other types of radiation. This will help keep the interior surfaces from fading and deteriorating. It will also help keep the interior much cooler.
Another added benefit is if a window ever breaks, the tint will hold the little shards of glass together in a sheet, instead of flying around everywhere. I was in a rollover accident with a 91 9000, and the only window that broke was the rear window, and after we got out, I saw the rear window laying about 5 ft. from the car and the glass was smashed into pea-sized pieces, but they were still attatched to the tint. All 4 of us escaped without any cuts or scrapes!
I've now had 4 cars with tint, all of them 20% and have only been pulled over once, but the cop didn't say anything about it. One of my friends also had 20%, but he got a ticket for it and had to take it off.
My dad just got a 96 CSE and for his birthday I'm going to have 35% put all around.
I go to a place in Milwaukee that charges $185 to do the 4 doors and the rear window. They do a high quality job, but the completion time they give you needs to have about 3 hrs added to it. I've sat in their waiting room 3 out of the 4 times cause it wasn't done yet. I was able to knock the price down to $150.
