My SRS light is blinking on the dash and I don't know if that means my airbags r useless or what?

They are at least disabled. Get someone with a Tech II to read out the codes for you.

I have been doing all the work on the car since ive owned it, just replaced the rack about 1,000 miles ago and now this. I have been looking for someone with a OBD1 scanner in town but so far no luck

OBD1 scanner will not pull SRS codes, you need a TECH2

An upscale code reader might be able to read the SRS codes. There have been rumors that some can, but no hard evidence.

I know I have an ODB2 so it is different but my friends stupid expensive MAC reader would not read my SRS errors.

You will need the Tech, as do I.
I just ignore the SRS....and the sagging headliner, the broken sun visor, the ratty door contact paper, the hatch and fender rust, the missin' pixels, the paint cracks, the broken mount; otherwise she is perfect.

Ok now my horn is going off without the button on my steering wheel being pushed, any chance its related to the srs light or wires touching making the horn sound?

Probably a clock spring issue, both the steering wheel airbag and horn's wiring circuit run via the clock spring.
