I have an 05 9-3 Arc, and the headlight system never turns off as long as the key is on. As in both the headlights and taillights are always on, regardless of the headlight switch position. Is this normal? There is a light sensor in the center of the dash so to me it doesn’t seem right that all the lights are on all the time. Is this a symptom of a bad light sensor?

Normal.

Yes. No matter what the switch position in the USA the headlights and the taillights will be on (2005). You need to get a Tech2 change otherwise.
