Take the steering wheel off and the plastic cowl, just the lower I think. The horn contact is the round brass ring with one conector joined to it, the connectors break off and earth out, thats why you are honking all the time

Whats wierd is that i took the horn fuse out, but it still did it again yesterday. Its a double honk much like a car with a keyless entry, not a random honk. I don't remember what i did that would have caused it, all i know is i was pulling out of a seven eleven.

Do you have an ON/OFF switch in the center console near the windows switches? If so, you have a Saab OEM alarm system. If you don't use it, try disconnecting the ribbon cable from the SaabGuard controller under the back seat.

Otherwise, could be either a wiring issue (failed insulation or corrosion) or an aftermarket alarm system.

I can think up a scenario that would be a failed relay.

If you don't have the Bentley manual yet, have a look here:

If you still had the fuse installed, I may suspect the slip ring contact in the steering column, but I think that shouldn't work.
