So today while i was cleaning up the engine bay i noticed that one of the bolts holding hte exhaust manifold on was loose .. when i went to hand tighten it .. She came right off. it appears that the previous owners torked it way to much and no i have half a bolt stuck inside the engine and i have been leaking previous exhaust since i bought the car

Thats no good. Any threads of the bolt exposed so as to get a pair of vice grips on it? Might end up having to take the exhaust manifold to get to it. Hopefully can get it out then with said vice grips (try some penetrating oil spray first to loosen up any corrosion), if not might have to drill it out and possibly use a tap and die set to clean the threads up.

The exhaust manifold will have to be removed anyway to change its gasket - which may be shot - causing that exhaust leak..
Vise grips and some "sea-foam" , CRC ,or Liquid wrench should do the trick.
The threaded holes must be chased and clean; the torque of the manifold bolts is not that high..
