Can the acc control unit be switched between the knob adjusted panel to the electronic control panel with the right programming by the dealership?

It has been done, but it's more work than it's worth. You'd have to install the various temperature and sun-load sensors, all of the motorized air distribution flaps, and lots of other little things. The only guy that I know who's done it had a broken SE that he could pick parts from as he needed.
