Is there a specific electronic distributor (Pertronix) recommended for the 1.7 V-4, and does the coil need to be changed out with respect to the internal resistance?

BTW, in case you are needing new plugs NGK BP6ES are the recommended ones. Extremely hard to find. One SAAB owner tracked them down to Honda part number, Honda reboxed NGK BP6ES at around $2.50 each, like $3.20 each with shipping. If you need them and can't find them post here or PM me for the link
