I've been living with an oil leak for a while now and have decided to take the plunge and retorque the bolts.

The WIS lists the torque steps in this order:
1. Tightening torque step 1: 30 Nm (22 lb-ft)
2. Tightening torque step 2: 75 degrees
3. Tightening torque step 3: 80 degrees
4. Tightening torque, bolts for timing section, 25 Nm 18 lb-ft)

Does this mean tighten each bolt to step 1, THEN tighten each bolt to step 2, then step 3? Or is it acceptable to tighten each bolt to step 1, then 2, then 3 before moving on to the next bolt?

Also, any recommendations on where to get an angular torque wrench/reference? Any other tips/suggestions?
