So I had been having a lot of issues with boost creep and spiking. Going to 14 psi and then creeping to 20-21 psi, fuel cut, very annoying. The car is a 98 CSE 5 speed with full 3in exhaust and genuine saab intake. Tonight I pulled the turbo off and ported the hell out of the wastegate. I opened the hole up a good amount, wish I took before and after pictures. Anyway, it got rid of the boost creep and the spiking completely. It pulls much smoother and over all it has been the best thing I have done to the car, makes it much more fun to drive, not having to keep an eye on the boost gauge.

You can also fix this by:

1) Opening up the hole in the C port of the APC valve. Lets air flow more easily to the WG and opens it more easily.

2) Lowering the values of I_fak or P_fak in the ECU map in the problem area.

IF your base boost can exceed peak boost then you have no option but to port the WG hole.

i had taken the apc valve out and ran the line from the compressor to the wastegate and even with base boost it still crept. this was the last option, but it worked the best. i wanted to get everything in working order before i started messing with the ECU
