ok... this is a very small problem nevertheless it is a serious safty issue. the drivers side seatbelt is slack. meaning if im sitting in the seat and i lean forward, the spring does not pull the belt back when is lean back in the seat again. I am not sure how the spring mechanism works and I am tempted to simply bring it to the dealership. Any input would be appreciated.

Mine does not retract fully but works well once extended enough to fit around even my 'trim' :cheesy: frame, so yours is indeed rather poorly.

A long time ago I fixed a seatbelt return spring, a truely awful task I hope to never repeat, if my seatbelt winds me up enough I shall simply buy one from a breaker [not a crashed car, one that has been stolen then trashed]

If your 9-3 has the sliding "comfort" adjustment on the pillar, try moving that a little up or down. My psgr belt seems to stick a little when it is adjusted all the way to one end, not sure if it is the top or the bottom.

I was going to say the same as PMI. For a while I was getting annoyed with my seatbelt doing a similar thing: when I unbuckled and got out of the car the seatbelt wouldn't retract all the way back in (about 12" to 18" of belt remained out). So I took all the trim off and inspected what was going on with it. Found nothing obvious to prevent it from going back in, but once I started playing with the height adjustment it started restracting the belt all the way.
