I can't move the seat forward to get to any of the bolts. I don't know what the underside of the seat looks like. Any headstart?

If the seat has sat for awhile against the back stops, you may have to persuade it to free up. I've always used a few taps to the seat rails with a piece of 2x4 and a hammer. Take a look under the seat before you do to make sure nothing's fallen into a rail or under the seat jamming it.

Just bought the car. Trying to take care of a few annoying things.
I tried moving the seat with the lever, and it doesn't feel like the lever is attached to anything...

There should be a cable attached to the lever. Mine was broken and had to be replaced. Look to see if the cable is attached on both ends
