I just got my snows installed on my 02' 9-3. The tires are all inflated to the same specs, but there is a problem. The car is pulling to the right and there is a slight vibration at highway speeds. The snows & rims are only a year old. Is it possible a wheel is out of balance? Also, we struggled to get the 17's off of the car because I think the garage that installed them torqued them way too much. When the lugs were off it was super tough to get the wheels off of the hub. We even had to kick the wheels real hard a few times in order to break the bond.

Do I need an alignment or should I get the wheels rebalanced?

I'd try to find a garage that, at least ,knows how to do the simplest of tasks (mounting wheels/tires)..
And if you use steel wheels for the snows, this becomes a DIY task.
Let them know, maybe hundreds of complaints will sink in...

Apparently you will need a professional balance and an alignment(pulling to the right).

The alignment and the vibration are not necessarily related. Cheapest and easiest way to check is to rotate the wheels front to back, same side.
