1999 Saab 9-3 Dice Issues

My 1999 9-3 Conv is having a bunch of electrical drama, flashers stay on (no OnStar), dome lights not coming on, air bag warning, intermittent blower issues, shift interlock not releasing.
I put my Tech II on but getting a “Cannot communicate with Dice”.
I pulled the com port and pins are good. I can’t get a standard reader to work as well.
Anyway, there are a ton of Dice units on eBay and getting another isn’t an issue.
Since eBay units have unknown or misrepresented past, how simple is a swap? I don’t want to brick my radio.
If Dice module is completely unknown, is it a simple process to marry it up? I’ve read some post saying you need the year and make to begin the marrying process, but if it’s unknown, do you just guess?

I wonder if your TWICE is having issues. If it is, you will get weird flasher behavior and you may have OBD communication issues.
I can’t get past the Dice to find anything out. I have to pull fuse #35 to kill the flashers.
I did swap out my alarm batteries yesterday because I knew they were long dead.
I found a cheap Dice and I’ll play with it when I get it in.
I had some of these issues last year on my MY2000 9-3. Intermittently HVAC/blower, signal/flasher, power windows stopped working. Sometimes restarting my car would "reset" it, but it'd come back soon.

Not quite what you're describing, and my mechanic diagnosed this as an issue with the ignition switch. Replacing that fixed the problem.

I ordered a replacement Dice and will swap it out then report back.
'99 should not require marrying but you might need to reset some options with a Tech II. I don't know how much of what's configured is actually stored in the DICE.
You need TECH2 for DICE marrying and configuring.

On a T5? I thought it would work (no marrying) ... but you'd need to configure if it didn't match.
DICE needs marrying even in T5 car.

I also have and had a couple 1999 9-3s.
When the receiver (?) around my ignition switch was broken, it was Jake who "keyed" me in to what was needed/married.

I didn't need to marry anything, but I also had all the electronics that were, so it was a simple swap.

All that said, I would also check your ignition switch and all grounds. I pulled my hair out for an intermittent ground fault that had I looked at them all it would have been totally obvious.
Got the replacement Dice and swapped it out, same no communication fault as before. Got it all back together and I’m done playing with it and just getting rid of it. I have to many projects going and this car was my son’s project years ago before he enlisted.
I have continuity from Dice to reader port, but strange readings on the Dice fuses. #11 shows no power, so I’m guessing it might be either an ignition switch bad or a relay not kicking in upon startup.
Have you double checked OBD port connection to DICE and OBD port power supply?
Yeah, I even unplugged the cable from the base of the Tech 2 and had continuity from that point to Dice. I don’t have a full wire schematics, but wonder if this has something to do with ignition switch or a power relay suppling power to Dice.
I thought maybe my tech 2 is faulty, but my regular OBD scanner gets nothing as well.
Fuse 11(Dice/Twice) had no power when I turned on the key. Pulled all the grounds and cleaned them up as well. Not sure if there isn’t a relay up under the dash that energizes the Dice. When I plug in the Tech 2 and turn it on, I can hear a small relay in the dash click.
Someone have wire schematics maybe?
I can’t get any of the illustrations to open on my iPad/iPhone. Strange
