I have been told I need a new one. It rattles around 35 mph, but it does seem to be muffling the sound of the engine.

Could something be loose and a simple tightning will fix it?

The rattling may just be a loose heat shield. If it is the muffler itself one solution is to have it replaced with a piece of straight pipe. Like I have done with my car. Cost about $120. If you look at the picture closely you can see my heat shield was loose as well. To fix that install a large washer under the retaining nut.

Yep.

Mine had the same thing with the heat shield.... An oversized washer fixed it though.
