Default hvac - cold or frozen feet

Hi !

My Saab is a 2005 9-2x and I need understand how the Heating at the feet of the driver works.

The air flow at the driver feet in not so strong as the flow in front panel is.
And it is not warmer as I believe that it could be. It take more than 30 minutes for it start to warm my feet. At this time the temperature inside is very hot. (but not in the drivers feet)

I am in Canada, the winter is coming soon and I do not want have my feet frozen...

Please let me know what could be and what I can do to warm my feet.
