My car won't start, there is pressue in the fuel rail. I disconnected the bottom of the pressure regulator so I could test the fuel pump delivery rate but nothing happened. Is this a broken pressure regulator?

Why do you think the no start problem is caused by a faulty pressure regulator?

What other tests have you done to suspect the pressure regulator?

Shouldn't there should be fuel return to the tank from the regulator?

They rarely fail though so I'd be very hesitant to attribute your no start condition to the reg.
