Is the MBC mod useless if I am Changing the ECU?

I noticed that the site that Eric lists to modify the MBC metions that a car with a reprogrammed ECU will not see as much of an improvement than a stock ECU car, so is it a wasted step? Or will it be helpful? Also, are the HP gains listed on the Taliaferro Saab site with all other stock components?
