86 9K EDU shows 19v

And not much else..

It's been flakey off and on for awhile on this car I'm bringing back to life.
Now it's gone to showing 19v any time the key is on, can't reset or change display. EDU itself dead?

It worked a time or two sporadicaly this weekend, and the two times in a row it worked between shutoffs it had lost it's US/Metric settings.
Any thoughts?
