Default #24 injectors, now runs rich, what to do?

so I figured that I would go for the "injector upgrade" and it's working, however I am having a problem with it running too rich under most conditions. at idle / cruising, it won't go into closed loop, it just sits all the way over at rich. I see on the AFR gauge when you first go to WOT, it's still too rich, and I can feel that it's way too rich at anything less than 2500 RPM's @ WOT. after 2500 rpm's however, it's fine (2 bars into rich)...

any ideas on how to tame it down, get it into closed loop and still have the extra fuel at high RPM's?

car is an 88 900 turbo with LH 2.2 injection. MAM still set at 380 ohms, stock setting.

Modify the EFI program?
Or use a RRFPR?
