1980 900t turbo issues

First of all thanks to all who post on this site. It is by far the best source of information I have seen for any car I have owned.

I have read all the posts for troubleshooting turbos for the years with the APC, but I cannot seem to find specific info for the earlier years (non-APC). My car has no symptoms other than not having any boost. The gauge never reads past the 40% mark. Thanks in advance to anyone who can help. :-??

check the wastegate for leakage maybe?

Where is the 40% mark?

Check for leaky vacuum lines, the car's performance is lowered or is it almost the same as normal?
