Default Cabin Fan Won't Stop Blowing

A week or so ago I noticed my cabin fan was blowing as hard as it could and i couldn't control the speed or turn it off. Even after I take out the key the fan still keeps blowing. The only way I knew to stop it was to take the fuse out and that did the trick.
After doing some research I found a lot of people saying it was the Blower Motor Resistor. I've already found the resistor and taken it out and inspected it. There isn't any obvious signs that this is the problem so I was wondering if anyone could confirm that this is the problem.
I have MCC and I was wondering if there was any way to test the part to see if it was broken.
