yes everything 1996 and newer is OBD 2

Yes and No. In the US everything from 1996 had to be OBD compliant but in Europe it was not required by law until 2001.

BUT pre 2001 European saabs are OBD compliant anyway. I have used an OBD reader on a 2000 9-5 and a 1997 900 with no problems.
