Default Horn won't honk

So my horn has never worked ever since I got my car. I need to get my car inspected this week, and need a working horn to pass. When I push the horn button the relay clicks but nothing goes beep. I assume there is no power getting to the horns, I hooked them directly to the battery and they work..

Any thoughts? I have tried a different relay.

Replace the fuse for the horn.

If the fuse is ok, do a continuity check between the fuse holder and the horn's plus cable.

Thank you for the advice. But I'm unsure how to do a continuity test, do you mean ohms? Could this be done with a test light, for I have no multi-meter.

I take it you already tried it with an intact fuse?

One option could be to just wire up a light bulb in place of the horn, see if it comes on when you press the button..

Bad ground at the horn? More likely just a failed relay.

Ok I have tried multiple relays, with no change. I couldn't for the life of me find a fuse for it. And my test light is telling me that there is no power to the connector... ever. So there must be a broken wire somewhere in the miles of wiring.

Default Horn fuse

Don't know if 1993 car has same wiring as 1997.
According to wiring diag:
Look for fuse number 10, 25 Amp in box in front of battery.
Brown wire to horns.
This is the "take action" side of the relay. So if the relay operates, a circuit is made to send power to the horns. This power comes via fuse 10, through the relay to a brown wire connected to the horns. The earth side is via the chassis, near the horns "left front structural member" black wire.

Yeah there is one brown and one black going to the horns. I will be sure to check that fuse. It seems dumb that the fuses aren't marked that well, or maybe the words have been rubbed off my cover. Either way I bet that is my problem, there is actually a fuse missing from that box.
