Back seat wont fold down

Have a 9,3 Cab 2001, back seat is hard to fold down.
Seems like the lock on the right side (not the drivers side..) is not unlocking.
Is this a common problem and what is the way to fix it ?

the key should be inserted all the way and turned pretty far until you hear a click. I've had the same issue. I didn't turn the key far enough. you have to hold the key turned while pulling on the seat back.

Good advice.
Maybe some lock-ease, a graphited lite oil.
Then some vibration or shock as you turn the key.....I suspect a latch is too tight.

Good advice. I have noticed that the latch closest to the key releases before the opposite side. If you start pulling the seat forward before the second latch releases, it won't let go once there is tension on it. Turn the key ALL THE WAY and then gently pull the seat forward.
