Question Plug With Wire Looped Back Into Itsself

I have a plug under the hood that has a wire looped.

Location is front left, near the air intake box (non-turbo).

Have a look:

My last car was a Dodge Decrepid that had one of those "eBay Performance Chips" in it, basically a resistor that goes into each side of the plug to fool the computer into thinking it's cooler outside than it really is. Didn't work so well.

Is that what this is?
I don't see any other plug around this one except the 3 wire plug in the photo (above & to the right).
I'm having some issue with surging/lack of power at certain spots in the RPM range. Probably my AIC as I haven't taken it out & cleaned it yet.

The number on the red covering is pk 8598526b.

Any ideas will be much appreciated.
