saab 9000 turbo no boost problem

hi ive just brought a saab 2.3 turbo and i just cant get it to boost things i have done
replaced all vacuum pipes - no luck
checked actuator and put new split pin on - no luck
checked all turbo pipes and all are ok - no luck
checked the turbo that spins freely
i do have a rattling noise comin from where the waste gate is
can some one please help me so i can get the car running to its full glory thanks
