Default Brake Master Cylinder

Does anyone know if the brake master cylinder needs to be filled with brake fluid before installing it and putting the reservoir on? And also how is that done?

This master doesn't require bench bleeding? I haven't replaced one so I don't know - any I've replaced on older cars all were bench bled prior to install.
